Presidential debate fact check: DP Ruto's fuel claim is inaccurate

The 2022 Presidential Debate

Deputy President William Ruto on Tuesday went into the televised presidential debate with guns blazing against his main rival, Azimio flagbearer Raila Odinga, hogging 90 minutes of the limelight on all of Kenya’s broadcast stations.

Below is a quote he made during the debate: 

"There are 15 taxes on fuel." - DP Ruto

Fuel prices in Kenya are regulated by the Energy and Petroleum Regulatory Authority. On July 14, 2022, the agency released the schedule of maximum fuel prices for the month-long period lasting from July 15, 2022 to August 14, 2022. The fuels covered include super petrol, diesel and kerosene.

In addition, the Authority also provided a breakdown of the fuel prices in Nairobi. For example, a litre of super petrol in Nairobi is expected to retail at Sh159.12 per litre. Taxes are expected to take up Sh64.06 of this number, which is 40 percent of the retail price.

The official breakdown by EPRA shows there are nine taxes, lower than Dr Ruto’s estimate of 15.
