Jubilee confirms suspending 3 city MCAs for undermining party

Jubilee Party has confirmed suspending three Nairobi MCAs for three months for undermining its leadership.

Secretary-General Raphael Tuju said Tuesday that nominated ward representatives Ann Thumbi, Silvia Museiya and Millicent Jagero stand suspended from the party for that period and from all assembly committees for six months.

The ward representatives were summoned by the party last Tuesday and appeared before its National Disciplinary committee on Friday.

Mr Tuju also announced changes to Jubilee membership in the Nairobi County Assembly Service Board and the Speaker's Panel.

Former interim majority leader and Dandora Area 3 MCA Charles Thuo has replaced Hamza MCA Mark Ndungu as the party's member in the board while Nominated MCA June Ndegwa has replaced Dandora Area 2 MCA Silas Matara in the panel

The changes were communicated by Mr Tuju in a letter addressed to Speaker Benson Mutura and copied to Majority Whip Paul Kados. Mr Mutura announced the changes during the assembly's afternoon plenary session.

“This is to request you to effect the decision of the party in respect to the above named members of the county assembly," Mr Tuju told the Speaker.

The accusations

The MCAs are accused of being disloyal to the party by constantly going against its position in a number of issues at the assembly.

Mr Kados referred their conduct to Jubilee’s disciplinary committee on November 23.

They were accused of disregarding the party’s position on a memorandum by Governor Mike Sonko, on his refusal to assent to the Nairobi City County Appropriation Bill, 2020.

They were also accused of actively campaigning, opposing and frustrating budget estimates for financial year 2020-21, contrary to the party’s position.

This was in addition to undermining the party’s leadership both at the national and county levels as well as mobilising and openly associating with those opposed to Jubilee’s position on the budget.

No reasons given for the de-whipping of Mr Ndung'u and Mr Matara.

The five affected MCAs are part of a faction of ward representatives allied to Governor Sonko.
