Julius Kamau Kimani, the man who disrupted a photo session of Treasury CS Njuguna Ndung'u ahead of the Budget reading yesterday, appeared at the Milimani Law Courts on Friday. He and others are accused of creating a disturbance in a manner likely to cause breach of peace.

While appearing in court, he went on a rant to explain why he disrupted the photo session.
