We must work together, Mudavadi tells PSs

Prime Cabinet Secretary Musalia Mudavadi has urged Principal Secretaries to work together and deliver efficient services to citizens as a team on the Kenya Kwanza Plan.

Mr Mudavadi, who chaired the inaugural meeting of the Principal Secretaries Committee, emphasized the importance of discipline and teamwork.

He said the success of the government will depend on the synergy of teamwork and the partnership between his office and the ministries, departments, and agencies.

“We will work tirelessly on the consistency of action and methods, consistency with values, with long-term goals, with performance standards, and with sustainable consistency over time,” said Mr Mudavadi.

The Prime Cabinet Secretary, who chairs the committee, instructed the Principal Secretaries to thoroughly comprehend and interpret their respective Ministries, Departments, and Agencies' mandates, core functions, policy priorities, strategic objectives, goals, specific tasks, and Smart targets.

He urged the PSs to act promptly and develop plans accordingly.

“It is your responsibility as both Accounting and Authorized Officers, to ensure that requisite staff competencies (Knowledge Skills and Attitude) are adequate in their right numbers and cadre in your dockets. This should be guided by professional workload Analysis and tested Staffing and Tooling Norms,” he said.

The PSs were assigned key immediate tasks that include Identifying and resolving functional overlaps, duplications, inconsistencies, conflicts, and Ambiguities.

Mr Mudavadi asked PSs to harmonize staffing and weed out Budgets not aligned with their mandates and functions while undertaking payroll Audits and cleansing as part of cost-cutting austerity measures.

He further directed the Principal Secretaries to update Service Charters in all areas where Wananchi seek goods and services from the National Government.

The Prime Cabinet Secretary also laid emphasis on the aspect of Ethical Procurement in Government as this function constitutes 60 percent of the government budget. He made a clarion call to PSs to commit to zero tolerance for corruption.

He assured the Principal Secretaries that synergy and unity of purpose will prevail in the undertaking of government business saying his office as a link to the Office of the President, The Office of the Deputy President, and Parliament, will embrace and adopt a whole-of-government approach within the collective responsibility principle.

He said the open government will henceforth mean transparency, integrity, accountability, and stakeholder participation in decision-making.
