Three former Siaya County officials fined Sh1m each over graft

A Kisumu Magistrate Court has fined three former Siaya County staff Sh1 million each after they were found guilty of flouting procurement processes in the award of a Sh14.9 million sports equipment tender.

The trio include former Deputy County Commissioner and acting Siaya County Secretary Kepher Marube, the then Head of Procurement Zakayo Ojuok, and Tobias Odongo Oloo, Director Supply Chain.

Senior Principal Magistrate Robinson Ondieki said Marube and Odongo will be imprisoned for a year each should they fail to pay the fine, while Ojuok will serve three years.

The three were found guilty of several counts of fraud, including abuse of office, forgery, and wilful failure to comply with the law. 

Three advocates representing the convicts put up a spirited fight in trying to convince the court why the trio should either be given a reasonable fine or a non-custodial sentence.
