City Hall accused of using bursary funds to pay pending bills

City Hall has come under fire for allegedly using more than Sh290 million meant for bursaries to pay garbage and lawyers.
The revelation was made by Deputy Minority Whip Moses Ogeto, who now wants the county executive to provide a status report on the use of the funds for the financial year ending June 3.
The Kilimani MCA poked holes in the implementation of the bursary programme and called for investigations.
“It has been alleged that Sh297,500,000 was requested by the County Secretary from the Controller of Budget for bursaries but they have used this money to pay contractors for garbage collection, lawyers among others,” said Mr Ogeto.
He pointed out that the bursary programme was established to ensure that needy learners did not have their studies interrupted due to lack of school fees.
The ODM MCA now wants the assembly Committee on Children, Early Childhood Education and Vocational Training, chaired by nominated MCA Silvia Museiya, to inquire and report on the steps being taken by the administration to ensure that the budgetary allocation for financial year 2019/2020 was efficiently used.
He also wants the committee to provide the assembly with a status report on disbursement of the bursary cheques or vouchers for the financial year ending June 30, 2020. Stand-in Speaker Immapet Kemunto gave the committee a week to provide the needed information.
Speaking on behalf on the Education Committee chairperson, Deputy Majority Whip Waithera Chege committed to have the response given this week.
