Funding • As the collection of signatures for the BBI begins, Stephen Mutuguta wonders how the National Treasury, which struggles to give 15 per cent of its budget to the counties will now remit 35 per cent. “Secondly, what function will be transferred to the counties for the extra 20 per cent financing? Rebuke • What Mario Weru finds rather baffling is that President Kenyatta chose to vilify DCI boss George Kinoti in public over the 2007/8 post-election violence cases. “If it is true that he only read about DCI Kinoti’s threat to reopen the cases in the newspapers, then something is amiss. Ruling • The High Court, James Gakuo recalls, ruled some time back that the Huduma Namba registration was optional. He is, therefore, surprised to learn that the national identity card will soon be phased out and replaced with the Huduma Namba, which is now mandatory for anyone wishing to access government services.
